Get ready to start blocking a series of websites in a few weeks. They will simply find another way to kill time. My guess is that the employee won't even be dealt with directly and won't ever get that the games were removed because of what they were doing. Worse, it's applying something to everyone to deal with an individual problem. Best answer, but still an issue of using I/T to do the work of HR.
